Banking giant Lloyds TSB is still on the lookout to buy a mortgage lender or insurer, chief executive Mr Peter Ellwood said yesterday. Mr Ellwood, speaking after addressing the annual meeting of the British Chambers of Commerce, said the insurance market in Britain was “very fragmented”. While Lloyds TSB was a big player, it had less than ten per cent of the market. “Therefore that is one of the areas where we have been looking for some time and we continue to look,” he said, adding that the mortgage business was also “under the microscope”. Asked if Lloyds TSB had made an approach to Birmingham Midshires Building Society - the subject of a pounds 780 million bid by Halifax but also rumoured to be a Lloyds TSB target - Mr Ellwood said he could not comment on specific firms but it had “looked at everything”. He said the European single currency would bring “a greater level of consolidation in mainland Europe among financial services companies” and that this could subsequently lead to mergers between continental firms and their British neighbours. But Mr Ellwood said the development of pan-European banks would be in the medium to long term rather than the short term and Lloyds TSB had “no imminent plans to do a deal there”, although it always looked at opportunities. Lloyds TSB has been widely rumoured as a potential bidder for private medical insurer BUPA. It already owns the Cheltenham Gloucester building society. Apart from specialist niche markets such as health, Lloyds TSB is also seen as a possible contender for a tie-up with a larger life insurance group, industry sources said. Mr Ellwood dismissed recent newspaper reports that Lloyds TSB planned to merge its Lloyds Bank and TSB branches, explaining that the group was rearranging its structure, with changes to a number of area offices planned for next year. “The thing we were talking about was to say there will be a different number of area directors, this is how we are going to configure the branches from next year. It was not about the closure of branches,” he said. While Lloyds TSB is always closing branches - 150 shut their doors last year — Mr Ellwood said there were no “immediate plans for a huge reduction in the branch network”. Machines and computers will also continue to reduce the number of jobs in the industry. “We will see further contraction in the financial services sector, as a result principally of greater automation and greater use of technology,” he said. He also predicted greater consolidation in Britains financial services industry, with banks, insurance companies and building societies all in the frame. But while players were constantly sizing each other up as possible merger or acquisition targets, the numbers had to add up and create value for shareholders, Mr Ellwood said. And unless the Government had a change of heart about the rules governing market share, there was little prospect of large scale banking consolidation. Mr Ellwood admitted that while Lloyds TSB was confident of maintaining its market share, he was looking over his shoulder to new competitors such as computer firms, US-style brokerages and the supermarket borrowers.

APMl Holdings has developed a system called PoolCop to take up the hard work required to keep garden swimming pools sparkling clean. PoolCop is attached to a swimming pools filtering system where it automatically backwashes and sanitises the water, monitors and adjusts the pH level, chlorine content, temperature and water level.
Year-round swimming is at the heart of the design of this Modesto, California, house. The floor plan wraps around three sides of a 75-foot-long, 7 1/2-foot-wide lap pool. Architect Thom Torvends design keeps the pool room narrow by using one of the pools side walls as a foundation wall for part of the bedroom wing. The entry and living room are at one end of the pool, and the pool separates the kitchen-family room area from the bedroom wing. To make it easy to get around the house, two bridges span the pool, which lies about 2 feet below the interior floor level. A second-floor bedroom suite is hidden in the pitched roof at one side of the pool. From the street, theres little indication of a second floor and not even a hint of a swimming pool.

FIRST-TIME buyers are having to earn more and borrow more than ever before to get on to the first rung on the property ladder. The average income of first-time purchasers jumped to pounds 18,503 in April, the highest level ever, according to figures published by the Halifax last week. These new buyers are also having to borrow at record levels, taking on an average pounds 52,846 mortgage debt to fulfil their home- owning dream. And while average house prices are rising by 3.7 per cent, first- time buyer home prices are rising even faster, by four per cent in April to pounds 53,874.
Theres never been a better time to buy a home, with mortgage rates at their lowest for 30 years. Kenneth Clarkes 0.25 per cent cut in interest rates last week prompted an immediate response from the countrys biggest lender. The Halifax dropped its standard mortgage rate to 6.99 per cent. And the second-largest lender, the Abbey National, cut its rates to 7.04 per cent for loans below pounds 60,000, 6.99 per cent above. The lowest rates are still offered by the direct lenders, with Direct Line charging 6.25 per cent and Bradford Bingley Mortgages Direct charging 5.99 per cent.

Along with industry, federal, and university laboratories, NASA has consistently been in the forefront of innovative medical developments. Ingestible thermometers, microencapsulated drugs, insulin delivery systems, cool vests, laser angioplasty, and heart pumps can all trace their roots to NASA-developed technologies. One of the most important innovations of the past two decades was developed by world-famous heart surgeon, Dr. Michael DeBakey, of the Baylor College of Medicine, who is known for having performed the first successful multiorgan transplants. There is no easy way around taking responsibility for mistakes EDITOR–The case commented on by Singer, Wu, Fazel, and McMillan is chilling in that the patient died in pain and suffering, and in the way it was handled by the senior attending physician–swept under the carpet information falsified, and given a high minded sort of dismissal with let this be a lesson.[1] That is almost obscene. The commentaries addressed most of the important points except discussing the fear of litigation and the fact that there are no easy answers when it comes to making mistakes. That needs to be said outright lest someone, especially someone in training who is less experienced, think that admitting a mistake stops at quality control or sharing responsibility, and that there is then some way around the difficult task of actually taking responsibility for the mistake. Within the culture of medicine and even more broadly in modern society there seems to be a drive for finding the easy way out. In this case there is none, and it needs to be made very clear that this is a defining moment in the life of a physician with regard to integrity and professionalism. That must be included in the discussion of how a supervising physician deals with a trainee who has made a mistake, which was relayed with such insight and sensitivity by Wu.

Yukos, the Russian company that is supplying the oil, announced back in May that it would send its first tankers to the United States sometime this summer. The U.S. Coast Guard and Navy recently tested the process for intercepting a rogue ship trying to enter San Diego Bay. The drill significantly improved the protection of the port. The test involved two Coast Guard Auxiliary volunteer vessels testing the port security system by posing as hostile vessels heading for San Diego Bay. The Navy identified and tracked the vessels as they approached the bay. The 110-foot Coast Guard Cutter Long Island then intercepted each vessel, boarding one and simulating the use of force to stop the other vessel. Since September 11, the Coast Guard and Navy have improved the port security procedures to protect San Diego Bay from a rogue ship attack. According to the Coast Guard, this drill tested these improved procedures to ensure that the necessary level of force can be used in time to defend against a hijacked commercial vessel being used as a weapon against the port. Lessons learned from this drill will be applied to further improve port security. The results of the drill and the details of the Navys involved units cannot be released for national security reasons. )) Northrop Grumman Announces Completion of Merger With Newport News Shipbuilding. Northrop Grumman Corp. recently announced that it has completed the acquisition of the shares of Newport News Shipbuilding Inc. common stock not previously purchased in its tender offer that expired on November 29, 2001. As a result of the statutory merger completed, Northrop Grumman now owns 100 percent of Newport News. Northrop Grumman is an $18 billion global defense company with its worldwide headquarters in Los Angeles.

When Maria is arrested shes taken to a prison and interrogation centre — the converted Olimpo garage — where torture is routine, degrading and brutal, designed to extract information quickly so that others can be arrested. There she encounters Felix, who is in fact a covert `counter-terrorist soldier. He is assigned to interrogate her. The film tracks their relationship: he exploits the situation to possess and control her; she uses his obsession as a means of survival. The portrayal of the torturer, not as monstrous or psychotic, but as spiritually impoverished, a man who is emotionally isolated and imprisoned, resists the dehumanization that is implicit in torture. Maria, meanwhile, parodies the traditional social role of women, but ultimately affirms endurance and enduring human values. Garage Olimpo is well-made, politically complex and hard-hitting. A fine film.

GALES of up to 65mph are expected to hit parts of Britain today. Forecasters said people in northern areas should brace themselves for “unusual summer weather” with high-wind storms and heavy rains. The weather would be at its worst in northern England, north Wales and lower parts of Scotland.
By rights camp sites in Scotland should be empty. It is a cool, damp country in which sleeping outside seems foolhardy- in the past I have awoken in my sleeping bag in a newly formed stream, and returned to my tent to find it torn in two by the wind. And considering Scottish hotels now provide everything from gourmet dining and world- class spa facilities to low-cost self-catering apartments, it is surprising that camp sites up and down the country are more popular than ever. But camp sites themselves have remained fairly basic. They havent kept pace with our urbane lifestyles if you arrive without your straight-to-wok noodles youve had it - on-site shops can usually provide you with egg rolls at 8am, baked beans for lunch and 20- minute pasta for tea. Shower blocks are often draughty and dingy, and I found a site once where the toilet lights were controlled from the local farmhouse - when the farmer went to bed at 10pm, out went the lights. Sometimes, just sometimes, a few concessions for us 24-hour townies would be nice. I recently arrived at a site to find a locked barrier with a sign reading “No entry after 10.30pm”. It was 10.30pm on the nose and, to my relief, the site manager appeared. But then he said, “I cant let you in. That barrier doesnt open unless its an emergency.”

WASHINGTON — The housing market is still booming, with construction of new homes rising 0.2 percent in May. Builders rushed to break ground on new projects to meet strong demand fueled by low mortgage rates. While the May increase was slightly below the 0.6 percent gain that had been forecast, economists blamed a decline in the South on the temporary effect of unusually wet weather in Florida and other parts of the South. They noted that permits for new construction, a key indicator of future strength, came in at a solid annual rate of 2.050 million units. “We still have a red-hot housing market,” said David Seiders, chief economist of the National Association of Home Builders. “Surveys of both lenders and builders are showing tremendous ongoing strength with little or no hints that anything is starting to fall.”
Construction of new homes, primarily in La Quinta, continues to dominate the Coachella Valley construction industry.With La Quinta issuing permits for 103 homes valued at $18,020,040, the valley toted up $58,789,335 in building valuations during November, a slight increase of .07 percent over last November.Again, La Quinta stood at the top of the chart, followed by Palm Desert with a $16,452,036 November total.In all, permits for 196 homes totaling $42,079,097 in valuations were issued.

One electrical switchgear manufacturer facility has addressed this problem by using the Electrak 2000 linear actuator, which was designed for operation in hazardous duty locations. The actuator is being used to open and close the doors of a booth in which the switchgear casings are painted. Air handling equipment removes virtually all paint fumes from the booth. Although there is a relatively small risk of the remaining fumes igniting, hazardous-duty equipment still is required in this location. The actuator is equipped with a step motor that can handle a dynamic load of up to 625 pounds at 1.5 inches per second, and has a speed of up to 20 inches per second at 50 pounds. For constant-speed motion and cycling applications where programmability is not required, the actuator can include an ac synchronous motor. The ac motor version can handle a dynamic load of up to 650 pounds at 0.2 inches per second and has a speed of up to 0.6 inches per second at 250 pounds.

Illumination tools are better than theyve ever been, and the future looks even brighter–sorry, couldnt resist. Having been present for the transition from the Eveready plastic light to the high tech lights of today, its interesting to see the changes in equipment and techniques. Since I teach low-light techniques almost daily, Ive seen some odd quirks over the years. If you dont use a light often, you might pay attention now. Typically the flashlight lanyard of today is about 30 of parachute cord, folded in half with an adjustable plastic keeper. Often theres a snap hook attaching the lanyard to the light.

Im not a big fan of firearm lanyards. Yes, I thought they were pretty cool when the Marines first issued me one in 1964, but the cool factor only applied to the way they looked, not the way they worked. As long as I didnt actually have to draw my 1911, the lanyard worked fine, and it did look cool. However, once the pistol was drawn, the lanyard became a big pain in the six oclock. It snagged on everything and got in the way during reholstering. Now, Pistol Leash Unlimited comes to the rescue. This is a smart why didnt I think of that product. Designed by a federal agent, who I will not ID because he can and will hurt me, the Pistol Leash does what a lanyard is supposed to do: work. The cord is a snappy coil, like the one attached to your telephone, that permits full extension of the firearm, yet retracts when tension is released. Just as smart is the way the Pistol Leash is attached to the belt keeper. A small metal bar allows the cord to slide back, out of the way during the motion of reholstering. There is no need to use two hands to reholster, or worse, look down while you use the muzzle to brush the lanyard aside.

Buying sex should be made legal, according to Peter Althin, a lawyer and member of the Christian democrats in Sweden. According to Althin, people should be allowed to do as they want. Althin is reportedly a candidate for his party in the next parliamentary elections and is seen as having a good chance of getting into the parliament.
Gov. Mike Leavitt has nominated C. Dane Nolan, a prosecutor for the Salt Lake County Attorneys Office, and Mary Noonan, a division chief of the Utah Attorney Generals Child Protection Division, to fill two juvenile court judgeships. Nolan was nominated to serve on the bench in juvenile court in the 3rd District, while Noonan was nominated to serve in the 4th District. They must be confirmed by the Utah Senate. Noonan has headed the Child Protective Division in the Attorney Generals Office since May 2002, a position that required her to supervise staff and attorneys statewide in child-related matters, along with caseload management of child welfare issues in the 4th Juvenile District Court. Before that, she worked for four years as the section chief of the southern division of the Child Protective Division.

OAKLAND — Firefighters with Oakland Fire Station 23 pulled up to a home on Sunkist Drive and immediately made a checklist of what was wrong with the property around the dilapidated white house. Weeds on the land near the road were knee high, dry and brown. The red brick chimney on the roof did not have a spark arrestor. A pile of dead and rotting vegetation was laying against a wall and there was no address number in sight. Firefighters from every station in the hills are going from house to house this month inspecting property for fire safety. They want homeowners to maintain a “defensible” space around their homes, a 30- to 100-foot space clear from overgrown grasses, weeds and tree limbs. Fire consumes this sort of vegetation first, then spreads to larger trees and homes.

Q I bought exercise videos for the arms, legs, abs and buns that guarantee results in just eight minutes a day. Can you really work each muscle group in such a short time? Also, since the workouts are so quick, do I need to wait 48 hours between workouts? You definitely need to rest 48 hours between videos for each muscle group. If youre doing your sets properly — lifting heavy-enough weights so that you near fatigue between eight and 12 repetitions — then your-muscles need those two days to repair and recover. If you feel ready to work the same muscle group two days in a row, you havent used enough-resistance. You may want to do two of these eight-minute videos per day, alternating legs and buns with abs and arms. If you do just one video a day, Cunningham advises against doing the legs and buns videos on consecutive days because there is likely some overlap in the muscles worked. For instance, exercises for your butt, such as the squat and lunge, also work your front and rear thigh muscles. A good rotation would be legs on Day One, arms the next, butt on Day Three and then abs on Day Four.
